The GEM module has nothing to do with starting on your truck. Period.

The fuse panel right below it does, though.

So it makes no difference when the wires go shorted to one another, it's the same as the ignition switch contacts closing.
The dash lamps are powered through the ignition switch as well as the start circuit.
At the present, there seem no shorts to ground or fuses would blow but there is shorts between leads.
Disconnect the battery until you find it or risk fire.
Good luck.
I had all the same exact problems. You have moisture in your fuse box under the dash. My starter would engage on its own lights being faulty everything that you mentioned. I removed the fuse box and let it dry out. Even took a hair dryer to the fuse board. Being careful not to get too hot. I did not see any moisture when I took the fuse box out but trust me it's there. The green board can retain moisture. Let fuse box dry out for a couple days . Once I reassembled fuse box back in truck . It has been one of the best trucks I have ever owned.

So where is this leak most common? I can see water on the inside bottom edge of the window. When the trim is reoved on the drivers side.
I don't think the door leak would find its way to the GEM. Two most common places to look is the windshield and where the cowl meets the driver front fender the sealer cracks and leaks that is easy to fix with a dremel and new sealer. I had my windshield fixed by Safelite they will come to the house to do it.
