romping 97 with finicky tps. tps causing romps @ startup?

Auto tranny.
No modifications from stock.
Every time engine is started it romps until the pedal is depressed to bring rpm's up.
Letting it back down to idle after a few seconds and its smooth.
The pedal does nothing until you get to about the 1500rpm position. Once you get it there it jumps immediately to 1500rpm. Gently feathering off the throttle renders the same results. Drop down below 1500 and it falls immediately back to idle. Occasionaly if the throttle is in just the right position... the romps smooth out.
Without pressing the accelerator the romps seem to continue indefinitely.
No matter what temp the motor is sitting at.
To try to solve this problem the owner has thrown a new ipr, cps, and ebps (due to breaking the old one). Swapped icp with known good running truck with same result. Donor truck no change.. this truck no change.
Hpop reservoir stays full. Very slight seeping leak at turbo pedestal around the ebpv actuator. Fresh fuel filter, oil and oil filter.
All i can think is the throttle position sensor or maybe hpop?
Cct passed. Buzz test checked out.

Any idears fellas?

Try starting it in neutral. If the romps go away then you have a bad range sensor

No change.
Im still leaning toward tps or ivs or a conjunction of the 2.
Owner says he has a neighbor who can get replacement assembly.
Unless any of you guys know what the part numbers are to replace just the sensors. I havent been able to find the ivs switch separate from the pedal assembly.

The only tps is a Dorman part# 699-200

If you are talking about cold start, it is simply a byproduct of cold oil and HEUI injectors. You can help this a small bit, by running 5w40 in winter.

Solved.
Was the sensor on the transmission. Disconnected. Cleaned. Reconnected. No more romps.
It was not oil or heat related. Did it every startup. Hot, cold, didnt matter.
Strange that it still romped when trying to start it in neutral.
