I would pull the parts and clean them up. Take the cable and oil one end and hang it until oil seeps out the bottom. What kinda oil? *shurgs* but I used synthetic engine oil or whatever I had around.
Pulling the pedal assembly and cable should make it obvious where the sticky is and oiling anyway should help it last.

Disconnect the throttle cable from the carburetor and then move the throttle arm to see if the carburetor is sticking. This will eliminate the cable.
Check to see if the carburetor housing is worn where the throttle plate/shaft exits the body. If much free play is evident, the throttle plate might be rubbing the inside if the throttle body causing binding.
