My 06 f250 has been running down the highway at 75 for 45 mins. I checked the deltas and ECT is at 190 ( new thermostat) and EOT is at 252. Now the other day after a cold soak of two days at 45 degrees, the EOT was at 90 before starting. The air intake temperature is at 187. Is that right? It's only 36 degrees out. Right now, EOT voltage is at 0.57v. Anything else I should look at?

How are you taking those readings? You have problems with your readings to start with. Get them straightened out then go after your deltas.
I have similiar issues although the deltas are not as large. There is thread under my user name that you can see responses to my delta issues. Are you using a ScangaugeII?
Yes Sir! And you will definitely hear it kick up on high (even with the radio on). When I first got my truck and it kicked up towing on hills, first couple of times it happened I was checking my mirrors because I thought someone was trying to pass!
