1991 F700 Inertia switch location?

Going to look at a truck for a buddy and he says he locked up the brakes to avoid hitting a car and the truck shut off. It won't restart. Where is the inertia switch located on these larger trucks? Is it behind the passenger side kick panel? The truck is a 91 F700 with the gas engine.
