remodeling my engine from a 2.8 to a 2.3
I have a 1985 4x4 ford ranger in excellent condition with absolutely no rust at all duel tanks, with a c5 transmission. I have recently changed the engine from a 2.8 to a 2.3 fuel injection. Do anyone know if the wiring harness have to be changed. Also i am having problems with the fuel lines, on the 2.3 engine there is a return line, where can i put this line and will a inline electric fuel pump work( 45psi)

Change the harness? I'd say, "Yes. And the computer, too."
I've got a 2.8 and a 2.3L in '83 and '90 Rangers. They both use EEC-IV computers, but the only thing similar is the name -- the harness and sensors and programming are different.
I'm not sure which 2.3 you've got in there -- heck, you might have a carb and a distributor, for all I know -- but the engine controls are very different.
You will need a return fuel line -- it's necessary to regulate rail pressure on the PFI engines, so I'm guessing you've got PFI on the 2.3. (Either that or it's part of the evaporative emissions.)
