Last night my head lights blinked when I turned them on and the gauge cluster lights went out at the same time. I have checked the dash fuses. The under hood fuse box diagrams I have found do not show a fuse for the gauge cluster lights, so I have not checked any there. The dome light comes on when the light switch is rotated, but the radio lights do not change brightness. Do I need a new head light switch, or am I missing a fuse?

You're headlight switch; probably fried. Same thing happend to me.
