1989 F250 diesel fuel gage

Well folks, I have a problem with the fuel level sending units in the fuel tanks, I think it's the sending units. The gage will read full when I put 10 gallons in it and if I fill the tank the gage goes way past full. The rear tank reads about 3/4 full with 20 gallons in it and I have a lot of fuel in the tank when the gage reads empty. I dropped the front tank and cleaned the rheostat and plugged the sending unit into the elec. connector. With the floot all the way down (empty) the gage read empty and I raised the floot to full and the gage read full, not way past full and at half full the gage reads half of a tank. I reinstalled the tank and at 10 gallons the gage reads full but not way past full. Could this be a problem with the sending unit or the selection valve or the tank selection switch in the dash?
