93 f250 5.8l fuel pump/selector problem?

gotta 93 f250 5.8L with duel tanks with some fuel delivery issues.... has a hard time starting on EITHER tank, when i turn the key to "on" i can hear the pump engage when the dash switch is on the front tank or rear tank, but wont start.... i have to turn the key to "on" anywhere from 4 to 20 times before i hear a "clunk" after i hear the pump engage, assuming its a tank selector valve?..... the problems getting worse and worse especially on cold start, less of a problem when warm.

anyway i can just eliminate this problem cheap and easy? i could care less if i lose the use of one of the tanks, i do have fuel transferring from back to front also.

That vintage truck doesn't have a selector valve so your problem is inside the tank and it's related to the fuel transfer problem, so as already mentioned you need to drop at least one tank(but probably both) and replace the FDMs.
