What causes the front tank not to work???

Hey guys kinda new on here and im looking for a little advice, i have an 89 f150 with the dual fuel tank set up both of the pumps in the tank are good and the feul pump on the framerail is working but whenever i try to run off of my front tank my truck sputters out and dies, there is gas making it through all the lines going to the crossover valve on the framerail where the two tanks meet and just send one set of lines up to the engine bay so could it be that canuister lookin rotary valve thing the lines run into?

Yes that is the automatic selector valve for these trucks. In theory, when whichever intank pump is running puts pressure on a diaphram inside the vavle, it switches to allow it to run the truck. I had one go bad on my 88, I found out when I switched tanks; empty rear and full front, not good on the highway.

That was about six years ago, and the only place I could find one at the dealer.
