This is where having a owners manual is helpful. You should find that if you pull the belts all the way out (fully) they will engage a locking feature for car seats. You can tell that this has happended as the belts will click as they retract.
In order to cancel this feature, you have to let the seat belts fully retract, then they will return to normal operation until pulled fully out again.

They should, both my reg cab and work truck ext cab F series do this, but I have not owed a crew cab before.
Beyond that, it is going to make it tuff to put a car seat in, although when I had little kids many years ago, I used a commonly sold seat belt clip to hold the seat belt, not sure that flies today though. Accepted norms and rules have tightend up considerably in the last 20 years.
When I was a small kid I just rode in a canvas basket w/metal frame that hooked over the seat back, not straped in at all!
I guess the only other choice if the belts are not broken is to use the middle seat belt, but that is a pain for sure.

I use the clip, its as legal and secure as anything else. All the carseats i've bought have come with them, and i imagine you can buy a clip by itself somewhere, either at walmart/target whatever, or online from a carseat manufacturer. There was a spot molded into the seat, usually in the back or underneath, that the clip snaps into for storage. Its sort of an H shaped thing. They are generic, not seat specific. takes a couple tries to get them adjusted just right, but its not too bad. i have one forward-facing seat in my 95 cc back seat for my 2-year old, and a few boosters. Works fine.

My older daughter is 10 and too tall, and my younger daughter just uses a booster with the clip.
