Can't get to Orifice tube- Any ideas?

I can't get the garter spring lock to compress so I can get to orifice tube!
I'm using 1/2" OEM spring lock removal tool!
Any ideas?

1. Spray garter spring liberally with PB Blaster if rusty.
2. Work the spring lock tool in there so it gets under the spring.
3. Use a twisting back and forth plus pulling motion to break it free. You will probably have to loosen the rest of the hose so you can manipulate the thing.
