I wouldn't losen the cap, 55-70 psi of fuel will make a mess real quick
The Vac pump is on the pass side fender well IIRC...

I can't help but think it's the pump since it has been making funny noises for a while, and now it's not doing anything.
But I won't loosen the cap. Lol

No fuel in the bowl?
If the pump was getting louder over time i would think thats what went bad.

I haven't had a chance to look yet, it's storming like crazy here.
But yes, the pump started making a funny whining noise a few months ago. And it's wasn't a continous noise either....it would cut in and out like it had a short or something. But I checked the wires. And since it was starting ok and running fine, I didn't replace it.
When it quit on the way home and I was waiting on the person that was gonna tow me home, I tried the key a few times and the pump isn't making the noise anymore.

Well hopefully thats all it is. You'll just need a fuel line disconnect tool and the weather to clear up

A simple band clamp holds the pump to the frame, but you'll need the tool for the fuel line. It's a cheap plastic tool that can be found at any parts store. It's either the light blue or grey one I cant remember....

I turned the drain and a little bit dribbled out. I closed it, turned the key on for about 10 seconds and opened the drain again and nothing came out. So it's prob the pump right?
I could hear the vacuum pump making a noise too.
I've tried to get the fuel pump off and I cannot figure out how to get the damn thing off.

Ok, got the pump loose from the frame. The front of the pump just unscrews, but the line going in doesn't. Is that where I'll need that special tool?

Mine has been modded so Looking wont help... IIRC the tool is used on the rear with the black umbrella connection, I cant recall what the front looked like. I'm trying to find pics for you.

Actually I got it off. Like I said, the front just unscrewed, but the back had sort of white clip that you pull apart a little and it slips off and then the linejust pulls off. Does this sound right?
And also, do you think it's the pump? When I took the front line off I turned the key on for a second or two and nothing happened.

I cant find the pic, but yes the rear is where you need the tool.
Slide the line towards the pump a little, slide the tool into the connection, and pull the line off.

Unless the fuse for the pump blew It's most likely the pump, but It wont hurt to check the fuse, and check the connections with a test light or volt meter when the key is on.
