flathead fan pulley

Have a wide belt flathead fan pully almost ready to go on the engine. My question is if there is supposed to be a bushing/seal around the shaft pictured. The pulley has a screw in the pulley I assume for adding lubricant. Seems without a bushing would make it rather porous. Any help, insight is appreciated.

There is a thread on rebuilding this. I believe it takes 1 oz. of 30 wt. then drain no seal on the back. here's the link

I had saved this article awhile back and just used it last week for my own fan hub great info.
