You should be locked in. If you look at the hubs they are labeled "LOCKED" and "AUTO".

Just a quick note to thank everyone fpor their help with this issue particulary Dchamberlain You guys are awesome. Thank you.

Problem finally resolved and holding a good vacuum. Took the passenger side back apart got a second new seal and took the shaft to the dealership who graciously installed it with the special tool required onto the shaft.(beats beating it on with a hammer)

When we reassembled it it's holding 12 inches consistently through the 51 second pulse to 4WD and 5inches on the short cycle back to 2WD.

No excuses for getting stuck now! THANKS ALL

a perfect vacuum is 30 inches of mercury.
that doesn't happen outside of a laboratory.

commercial mechanical vacuum pumps like the ones
ford uses, pull down to about 24~25 inches.

anything less that 17 inches won't operate the mixer box
on the AC, and it'll blow thru the defrost vents.

i pay close attention to my vacuum, and have a autometer gauge
on the steering column. i also have a aftermarket vacuump pump
down on the frame rails, teed into the vacuum manifold with a
ball valve.... if the OEM unit dies, i open the valve, and shut off
the OEM units valve.

i had the OEM unit die two years ago, and left me without brakes
in the van (no hydroboost on E series). it was an underwear changing
experience.

Here is an easy to check things. Go to Autozone and rent/barrow this tool.
Mityvac/Silverline elite vacuum pump test kit (MITMV8500) | Vacuum Pump Brake Bleed Kit | AutoZone.com
It will allow you to apply vacuum and also has a gauge so you can see where your at.

Passenger side on top of the wheel well in the engine compartment.
near the battery.
