no voltage to terminals on injector pump 6.9

I had this happen with my '86. I found a blue fusible link by my blower motor that was blown. I did not find it until I folded the wire back on itself.
This was not the end of the road, though. I found the fuel heater on the line feeding the fuel filter shorted and keep blowing the fusible links.

I fixed the wires going to injector pump and now have some fuel to the injectors but it looks like only a few drops. I have 2 1000 cca batterys and cranked for a while but nothing. I did swap out the injector pump because the other was leaking. Its used off of my old motor. I also replaced the fuel line to the injector pump from the filter used 3/8 nobody had 5/16 i did not take off the top gear when i changed the pump any more ideas i really need this truck for my work
