dana 44 pinion depth shims

I'm rebuilding my Dana 44 and have a question. I purchased a master overhaul kit for the front axle from JBG complete with new bearings, shims, seals, etc. I'm reusing the ring and pinion set as they are in good condition. I've just started reassembling the axle. I put new shims behind the pinion head (inner) bearing race making sure to use the same shim thickness as what came out. Also included the oil baffle with these shims. Here's the problem. I've driven the bearing race and completely set it but I can turn the oil baffle by hand. If the race is completely driven in place against the shims/baffle, I shouldn't be able to turn the baffle, right? I wouldn't say the baffle is real loose. In fact I'd say its snug, but definitely not stationary. Please help...
