Bouncing needle could be caused by several things:

1) Stripped/worn nylon DRIVEN speedometer gear at the end of the cable, where it fits into trans.

The same 16 thru 21 tooth gears have been used for over 40 years, all are available from Ford for less than 5 bucks each.
---------------------------------------------------------------------------------------------------------------------
2) Inside the speedo cable's housing is a woven steel core. It's supposed to be lubed every so often, but most peeps are unaware.

When the lube dries out, the core binds up inside the housing, eventually snaps. Autoparts stores sell a universal woven steel core kit. Cut it to fit, coat it with graphite, install in housing.
-----------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
3) Speedometer itself could be bad, has several toothed gears which by now are prolly history. No parts available from Ford, but speedo shops have the parts.

Before doing anything else, remove the DRIVEN gear, inspect for worn/chipped teeth. This is the least labor intensive, and the cheapest fix.
