I don't see why you couldn't get a reading. The Check Engine Light is not on mainly because the engine is dying before it registers on the obd II computer.
As far as diagnosing from this website it is nearly impossible as it can be many issues. Personally, I'd get an alldata subscription, a digital multimeter and start checking out approperiate current and voltages.
