New struts are a little bit shorter
1997 ford ranger 2.3l 2wd
Bought new struts, monroe $24 ones. I lined them up and the shocks are a little shorter than the stock. The upper stud is a bit shorter.
Is this safe since the only time the tire will be OFF the ground, thus stretching the limit, would be when jacked up?

The shocks you bought are either the correct part or not. If they're the right part, install them. If they are the wrong part or not what you want, return them and get the right part.

they are right. I guess I really dont have a problem, since they will do the job when the wheel is on the ground.
Another note. Who has used the spring compressors? Dont really need them do you, as you can just compress the strut and slide it in the holes before they extended again....
Or they just used for taking off the springs?
