Give it some time.
People will want to know how cold is cold and what type truck, year, stereo miles and condition.
I have no CLUE what the issues is but I would take a look at the connectors behind the radio. Could also be a problem in the radio.

I experienced a similar issue once when starting my truck when it was about -20. No radio, no power windows, and in addition to that the blower motor was barely spinning and my battery gauge was completely dead. After about 5 minutes of driving, I heard a *click* from somewhere inside the dash and everything returned to normal. Hasn't happened since.
I searched the forum here and a couple people with similar issues traced it to a bad solder joint inside the gauge cluster. A bad solder joint would certainly make sense, with it being temp-related. I'd start there.
