Scraping noise after Rear Hub Service

I just serviced both of my rear hubs. Installed new seals and o-rings on the axle shaft. And new e-brake shoes.

After the service, I have a new noise. Happens only when I turn left or apply the brakes. I think that it is coming from the driver-side hub. It sounds like metal on metal scraping - like something rubbing the brake shield. I've pulled the hub back apart several times to see if I could see any obvious brake problem or something like that and I can't see anything. The E-brake shoes seem to be adjusted correctly (~1mm smaller diameter than the inside of the brake drum). There appears to be plenty of clearance between the brake shield and the rotor.

I've tried adjusting the bearing pre-load to see if it was just a loose hub - but that didn't seem to change the problem at all. The brake shoes and disk are both in great shape and the slide pins are sliding freely. The hub seal on the driver-side seemed to be a bit squeakier on the axle when I installed it - more a small ruber on metal squeak - not really the same sound though. The noise when I turn right or apply the brakes is pretty loud and obnoxious. Any ideas on what to check next?

I'm thinking of pulling off the e-brake shoes completely and seeing if they are the culprit.

Figured out what is making the noise. It looks like the rotor is rubbing on the brake shield. The inside of the drum brake (on the rotor) is rubbing on the top of the brake shield.

This wasn't happening before. I guess that it is happening because the cone and roller bearings are worn? If the bearings are worn it seems like the hub would push a little further onto the axle causing the rotor to rub on the shield.

Does this seem right? New inner and outer cone and roller bearings will run around $50. Do you think that new bearings will solve the problem? Should I do new races too? The bearings and races don't look obviously worn.
