Belt tensioner 302

Belt tensioner 302
My Haynes manual is a bit weak in showing much about this part. It is definitely not moving freely. If I I take the my wrench to loosen tension it stays in that position with a loose belt. I'd like to change it out as well as the belt and it appears there is a single Torx bolt being being the only thing securing it. The last thing I want to do is snap that bolt trying to remove it. I can apply penetrating oil to the outside part of the bolt but it appears to be 2-3" long so the oil wouldn't make it to the threads. Is this a safe one to apply my breaker bar to or have they a history of breaking?
