Service Manuals, Owner Manuals, Wiring Diagrams, Service Bulletins - Helm Incorporated would have new ones you can buy if they are in stock. You can get some diagrams for free off Autozone's site, but for 83 they are very generic and probably would not have the cruise circuit, but you can check.

Auto zone is weak on fossil-car docs. I am getting into this next few days to the point of succeed or fail-totally. If I need more details, now I know where to look!
Nice thing about about the '83 econosaur. Straight forward, stupid-simple, non digital/module... so long as one knows which wire does what... which is why I drive it: I can fix it it with a screwdriver, pliers and hammer... at 60 mph...

Things to look for on the cruise in your van;
-Make sure the horn works. The cruise uses the power supply for the horn to send signals to the cruise module.
-If your cruise buttons are on the steering wheel, make sure the brushes and or contact rings are in good condition.
-Make sure there are no taillight problems, and no LED taillights.
-If you have a clutch pedal, make sure the switch on the clutch is working ok
-On the brake pedal, make sure the vacuum dump switch is adjusted correctly and the vacuum line going to it is hooked up and in good condition.

Failed
I never did resolve the cruise control issue. Step by step, inch by inch I went through everything. Spend an entire day testing. I finally gave up. I did find something on line about diagnosing cruise control issues- As a final step it suggested swapping in a new controller box. Oh really? I have a dozen or so sitting around (haha).
I can only assume the electonics died. Cruise would quit intermittently then come back for awhile. Then it was in fail mode more than working. The it died and hasn't worked in a couple of years.
Good luck. maybe you will find something simple- switch, wire, vac hose.

The control box is on the firewall up behind the clutch/brake pedals. Not easy to get to. I think the CC is on the same circuit as the horn. Ck vac lines, vac switches.. Been a couple years so I don't remember all of whats involved. I'll check in the shop, I may still have the trouble shooting doc- 3-4 pages.
