You should not post things like this abuse of government money. I mean I can't get new tires on my police units at the Naval base I patrol on because GSA claims they have requirements for tread life to be nearly bald before they replace them. Are you ****ing kidding me and then I see GSA **** away money on some bumper that will never be used but more so for a show truck? Man that pisses me off 
I have a feeling these winches will get used, these trucks are headed to a small island out in the ocean. not sure the exact use they will have but there will be plenty of uses i'm sure.

Adding in a picture of my new toy. It won't see much use, mostly just clean up work. As handy as they are, I like to keep the plow off this truck as much as I can...does that seem counterintuitive? Attachment 137018

Thanks! My name is Josh right around the Ohio Michgan border, did all the work myself. Zone radius lift, 37" cooper stt, thing I like the best is I routed my exhaust just in front of the rear tire, and now I have a full size 37" spare underneath! The flares did make it a whole new truck, thanks for the compliments!
