Parking brake adjustment?

I did a rebuild on my '01 when the passenger rear wheel seal failed. New everything BUT the e brake cable. I spent a long time trying to adjust the e brake to hold the Expy in drive at 2000+ rpm. I was unable to do so to my satisfaction. I suspected at the time I was dealing with either a stretched cable or a parking brake design that was over matched by my test.
When I took the parking brakes apart I found hardware that was frozen by rust (I know this is hard to imagine on an Expedition). This on both sides, not just the side with the leaking seal. I decided to accept the best adjustment I could manage and use the parking brake frequently to keep it from seizing up again
