How do you want to build it? Attachment style?
1"+ Aluminum square tube will be pretty nice, drill holes for the bolts to drop in, and on the other side drill out holes big enough to drop the socket in. Now suspending the bar and mounting it will be the trick, plus it would be nice to run the wires through the tube and hide it.
If you can weld, then use plates for the uprights and flange it off for a mount surface. You can get fancy and make the flange rest on the drip rail and use bolts plus another flange to make a clamp for no drill.
You can also use round tube and weld gussets for mounting tabs.
