Bought the replacement Front emblem from ford. Cost $42ish. Bribed the guy in the body shop with a $20 gift card to starbucks and it was done. The new front emblem makes a huge difference in the look. The body shop guy said alot of these have this problem. I think its some environmental "do gooder" screwing things up. like the paint and some other issues we have...

I have this problem too on my 2007 expedition
I think the de-lamination on mine was caused by weather sun heat cold etc. as my grille looks great and I would expect it to look sandblasted if the emblem took that many hits. Incidentally, I looked at the emblems on the wheel covers and they look worn, in fact one has fallen off. I bought a replacement from Ford for $45ish.

Thanks, guys. This thread helped me with replacing the emblem on the 08 Expy I just bought. It looked pretty jacked up. I ordered a new OEM one from Tasca.
I had to remove the protective cover to get my arm down in there. The metal nuts (/washers?) on the back were a bit of a pain. I ended up taking them off with needlenose pliers. Then I used putty knives (and painters tape) to get in between the adhesive-- I'm not sure that it had it on there, but it sounded like it did. Then it was still stuck in there. The two outer tabs weren't giving. It probably took me three hours on this whole thing, and it shouldn't have taken that long. Those tabs just wouldn't give, though. So I finally took my pliers and worked the tabs up and down until they broke off. Then it pulled right out. And it took all of ten seconds to put the new one it. I didn't bother putting the metal nuts back on.
