Well, I'd like to thank everyone for their help. I believe I have solved this problem by replacing my injector orings. Two of them had degraded on the bottom oring when I pulled them (ill post pictures if I can from ipad).

When I went to pull it out of the garage up a very steep 5 foot driveway I had to turn my chip down from 80 to 60 it was so jumpy. Then I took it out and never saw ipr higher than 43% no matter what I did. Normally I would have seen 80-90% with a test drive like that.

Congratulations! 43% max IPR is right where a healthy HPOP should go at WOT. You did the copper washers too? I only ask because I saw no mention of them.
