Yup, replaced the silver thing, but only one of them, didn't find out till today there was one on the back of the fuse panel for the hazard lights.
Gonna get a test light tomorrow and see if that helps with finding the problem.
It is just amazing to me though how one pothead owner could mess up a truck so bad.

There is a seperate fuse from the flasher. I've been having this same problem. There is a 15 amp fuse right beside the signal flasher. check that it isn't fried. My truck kept blowing that fuse. I fixed a wire that looked burned and it stopped blowing the fuse, but I still don't have lights.

Guess i should update this now that it's over a year old and I don;t even have the truck anymore LOL
It ended up being a bad flasher fuse, I kept buying the cheap ones (LOL cheap $5!) and they didn't work, so I bought one of the $12 ones and boom, I had lights.
Don't go cheap on parts fellas! It'll bite you in the *** sooner or later!

Been facing the same problem with a 1991 Ford Super Duty.
I was driving along when the turn signals quit working. I pulled over to check the fuse, but when I turned on the emergency flashers they did not work anymore either. I checked both fuses and both flasher relays. Drove it home and did some testing. I have power from the fuse, to the flasher, and to the turn signal switch. Wiring through the column is good and has power threw it. Not sure where the break is but I can not find it. Driving me nuts. Wiring shows flashers and turn signals are separate circuits. Has to either be a connector, or broken wire. But where to start beyond the column?

For those of you with older fords the connection for the hazard lights and the turn signals are made in the hazard switch. So if you lose both hazard and turn signal it might be the whole turn signal switch needs replaced. Hazard and Turn Signal are both on the same switch on some of the older model fords. I am back up and working after replacing the switch. With the steering wheel removed, I touched the test lead to the switch leads and the flasher relay came to life. I puled the switch and found it soaked in oil. Plunged in a replacement switch and everything worked. Good luck
