I cant get the oil filter to stop leaking. I've gone through 2 so far. i make sure the gasket is coated in oil before applying it, and the surface it screws on to was as clean of old gasket as i could get it, only small bits left over. could those small bits really be causing this much leakage or is there something else that may be leaking?

Are you sure that the old gasket is not there anymore? I accidentally screwed the new filter on while the old gasket got stuck up in the part you screw the filter onto. Needless to say a bunch of oil leaked out....
its still functioning perfectly, my pressure gauge goes up to a normal position when the car is started. would it leak and still function correctly?
It is possible for it to leak and still function fine, for a while.
For the both V6 engines the service manual lists the pressure switch location as "On engine, next to power steering pump". I'm not sure how close that gets it to the oil filter (never had a V6).
Are we talking just a few drops for the leak, or puddles forming after sitting just a short time?
Can you tell if the leak is definitely coming from the oil filter area, or might it be coming from higher up, collecting at the filter, and dripping off? Did you notice ANY difference between the two oil filters, and did this leak start right after changing the filter?
From what i can tell, its not coming off of the oil filter anymore, i used about 3 cans of brakleen and got EVERY bit off oil off of the under part of the engine, pan, filter, below the heads. I ran it for a few minutes and it looks like the rear main seal is leaking. I dont have any experience with rear main seals. Where its leaking looks to be just behind the engine in front of the tranny, above the oil pan.
My main concern here is this;
when i was unable to get my Harmonic balancer back on the engine, i took it to a shop to do so. They charged 45 dollars to do it. Im worried that they may have hammered it on and caused an issue with the thrust bearing/s inside. Would that cause an issue with the rear main seal leaking? there are really no other issues with the engine.

There is no need to ever hammer the dampner on and I don't believe that started the problem. Right now you have a bad rear main seal. It should be a 1 piece seal and the only ways to change it is by removing the trans or the engine. Whoever rebuilt the engine should get that job and fix it at no charge to you.
