Radiator Fans On Most of the Time

Looking for counsel on 2001 Escape V6 with high-miles (201K). It seems the radiator cooling fans are almost always on and operating at high speed, even when A/C off. On cool (40 degree) Colorado mornings and with the vehicle moving, the fans come on within a few miles of driving. Water pump and thermostat recently replaced (fan issue before and after replacement) and A/C recently recharged so I don't think this is a high-pressure situation tricking the PCM to thinking the A/C on. No coolant leaks and running 50/50 mix of antifreeze and water. Temperature gauge on dash reads normal. I'm wondering if I have a clogged radiator (original rad in place) but before going to that trouble and expense, I wanted to seek the opinions of others. Thank you.
