You should be able to fabricate patches for the tail light holes pretty easily. Trace the opening, make a thin cardboard shape, transfer that to sheet metal, shape it a little and tack it in. I bought patch pieces for the front where the running board meets the lower part of the rear fender. Mid Fifty. They required a couple of hours of metal work to match the exact contour of the fender. I used an offset flange air tool to make a smooth joint where the patch mated to the old fender. Came out nice.

I will have to try to make my own, unless I can find someone that has a junk fender ro make patch panel...

In my pile of still-to-attach parts are a pair of patch panels that do fit where the running boards attach to the "front" of the rear fenders. I'm not sure just how they would fit where you want to use them on the "rear" of the fenders.

I didn't notice the year. Plus I thought that at least the fenders were the same on most years. I should have noticed the tailgate that I would love to have - with the Ford script!

I doubt that you need any patch panels, unless there is damage I'm not seeing in your picture....
Have you removed the tail lights to see how big of a hole there is? Those look like '47 chevy tail lights... very small.
I'd bet there are 2 screw holes and one hole about 1" for the bulb socket. A piece of sheet metal and a little welding should make them go away.....
