Is this a HVAC vaccum line? Broken thing drawing a vaccum.

1995 F250 5.8 4x4 MT

This pic is looking down onto the right side of the engine.

I've been under the hood of the truck many times over the past several weeks and just today I noticed this. It definitely draws a vaccum and I can hear the engine drop a few RPM when I cover the end with my thumb. I suspect it's for HVAC control, can anyone confirm?

Can I just cap it and be done with it? I have no need for HVAC controls on this truck.

I think that is supposed to connect to the vacuum reservoir on the fender liner - the thing that looks like a coffee can. I think the HVAC vacuum tubing is white or black with a white stripe.

CWPottenger is gaining momentum as a positive member of FTE.
On mine that goes to the vacuum canister and also a black line.

That red vacuum line runs from the main vacuum port on the upper intake to the vacuum canister (coffee can) on the passenger side inter fender liner.
The black line running from the vacuum canister (coffee can) goes to the computer operated solenoids for the AIR D, AIR B and the EGR.
