1998 F250 4X4 4.6L 136,0000 miles

As anyone ran into the probelm of the rear drum brakes locking? I changed the brake shoes, the springs, the wheel cylinders(one side was not retracting) and then lastly the drums. I still get the locking. If I just put the drums on both sides, It does not lock. When I mount the tire and don't tighten the screws the tire spins fine. However, when I tighten the lugs, the brakes lock. I adjusted the brake shoes to the drum, bled the brakes and I still have the locking. Can someone help me on this.. Thanks..

Have I got this straight? Your rear brakes were dragging so you lifted the tires clear of the ground and replaced both wheel cylinders, brake shoes, hardware and drums. When you fitted the drums, both would rotate normally. When you fitted the wheels, both would rotate normally. When you tightened the lugs and before dropping the rear to the ground, neither wheel would rotate and both were locked.
Is that correct?

Yes, that was correct. I found out what the problem was - the autopart store sold me the 3" pads instead of the 2 1/2" pads... This solved the problem.. Thanks for response...
