power steering box leak

Just looking for someone who is smarter than me here, shouldn't be hard!
I have a '71 F600 with a Hydrapower steering box. Really bad oil leak, run out almost as fast as i can put it in. There is a hole in the sector shaft cover plate with a rubber plug in it. The oil just spews out of here. What is the rubber plug for and why can't i just weld it full? I'll try to load a photo. Thanks.

I would think That would be a vent hole. you have an internal seal ring or something if it is leaking oil at the hole.

That makes sense, then. I was under the assumption that the whole box was pressurized. So what is going here is that the hole is then just venting an internal leak?

Does your '71 F600 have 4WD or is it 2WD?

Thanks for the parts break down. Thats a great help. I'm working on locating a seal kit now. The rebuild options are a little pricey.
