Power Steering Fluid

I had my 08 6.4l in for a service today. I asked them to look at why the power steering fluid was low (was in the low end of the normal range). They did not see any evidence of a leak. They did say that the power steering fluid can be used in parts of the brake system. Can anybody shed any light on this?
Also, is a synthetic transmission fluid required or recommended. I would like to do a flush. They said the cost was $220 - does this sound right? I have never had this done before.

You may have the hydroboost brakes..some do some don't. They hydroboost uses it as well.

Mine has always been on the lower end of it. Since new. No leaks.
Off hand I don't know the exact part # for it though.
