Update. I replaced the thermostat and changed the oil cooler. What a difference. It appeared that the thermostat had never been changed (with 248,000 miles) and was partially stuck open. Warm up is much faster than before. Oil and coolant temps are now very close together. Coolant temp is 188-190 and oil is 193 steady. After changing the oil cooler I was looking it over and found a fair bit of scaly crap in the coolant inlet side of the cooler. Enough that I could scrape out with a flat screw driver. It had the consistency of a very fine sand. My theory is that the cooler was partially plugged and I finished plugging it with the VC-9 flush.
I refilled with ELC and distilled water so hopefully I won't have to do this again.
As a sidenote, I also changed the turbo feed and drain tubes while I had them off. Do yourselves a favour if you change yours and buy them from IH. They were substantially cheaper there, than they were from Ford. By substantially I mean less than half price.
I have all the part numbers from Ford and IH that I used if any one needs them.

People mistake that buildup for casting sand and it's really silicates that have precipitated our of the Motorcraft Gold coolant. EGR cooler temps attribute to the precipitates, and running the coolant too long. The ELC has no silicates, so you shouldn't have that problem again.

Would there be any benefit to reflushing with either VC-9 or Restore after oil cooler install?
