Just to clarify, when you say "when I hit it again, they come back on" do you mean when you put the switch back to high beams? ie. high beams work but low beams don't?
As ridiculous as it sounds, both bulbs can fail at the same time. I tore my van apart on a trip one time when both low beams stopped working. After hours of hunting for shorts, testing switches etc, I changed the bulbs and low and behold, I had low beams again.

I just replaced my multifunction switch for the same reason. I had 12v to the switch but 1-2v out. If I worked the switch a couple times I got 12v out.
I cracked open the old switch and it was nasty inside. They are apparently not sealed well. Lots of dust and grime in there.
OEM ~$150 out the door.
