Glow Plugs - AGAIN!

Glow Plugs - AGAIN!
Quick question about something I havent seen on the sticky.
Glow plugs seem to heat normally (6 secs, typically but it hasnt been cold). The relay goes to ticking but it doesnt draw down on voltmeter every time. I assume I need to look at either the white wire or the main ground.
Thoughts?
Also,
I have a red-green wire showing 12V coming off the same harness as the fuel filter with an elbow on it. It shows 12V. I dont think its the water sensor, as thats a small one. Where does this go?
