1989 F250 Issues

Hi, I've been round and round with a couple of mechanics on this. The darn idle is too high. Even when its warm it will idle up a slight hill. Replaced this and that, checked intake for leak, what are we missing?
Also, since I'm in the neighborhood, is there anything I can do to increase mpg? 13 seems to be it. I know the normal things like inflated tires, driving habits. Its all stock no mods...oh yeah its 2wd..thanks for reading, Alan

What motor are we talking about here?

You have replaced this and that? This does not help us determine what your next step should be.

What to do about MPG increase? What transmission do you have? Do you know the gearing in the rear end? Or post the Axle code from the sticker on the door post.
