I'm not sure what it looks like when it's turned off now, but my wife did change the background to black when it's on instead of the white/blue standard background. I don't drive it enough to play with it.

If you go to Settings and then Display, you can select "auto" which has the bright white / blue for daytime, and black / dark blue for nighttime. Or you can manually select the daytime or nighttime settings which will remain that way at all times. Lastly, there is indeed an "off" setting which completely turns the screen off 100%. It can be good for zero-distraction driving, but is not terribly useful because you can no longer see any climate control or audio settings, nor what the temp is outside. Once set in this mode, simply touching the screen will cause it to turn back on.
Sync 1 was much better in this regard...there was a hard button which could cycle between screen fully on, screen essential info only, and screen completely off.
The screen customization you are referring to is done through the FORScan tool. It allows you to toggle between different pre-installed themes based upon other vehicles that use Sync...for example, the Lincoln overlay, the Mustang GT350 overlay, etc. But no personalized photos.
