Rebuilt engine, cant get it started. 1995 7.3

MULES Rebuild process
Well I have almost finished my engine rebuild. Its been a long process. I am getting burnt out on this project as I have many others. Needing some help on getting my rebuild started.
Heres what I did:
Purchased a truck through a private seller.
Found out I Needed new pistons due to glow plug damaging pistons+Cylinder.
Had a machine shop do a long block with MAHL pistons.
I started with a MAHL Head gasket
ARP Head studs
New glow plugs
Rebuilt injectors by Rosewood
Most parts bought through RiffRaff
Converted OBS Harness to SD harness (from 4 connections to valve cover, to 2)
Terminator 500 HPOP
Larger HPOP Resivror
New LPOP
Fluidamper Harmonic balancer
Water Pump
New Oil Cooler
All new sensors. I mean ALL new sensors
Rebuilt turbo
New GPR( to be honest I connected the GPR backwards, and fried my passenger side glow plug wires. Im in the process of repairing this. I am worried this may have effected the PCM in some way?)
New fuel pump
Alternator
Power steering pump
Vaccum pump,
exhaust up pipes(upgrade)
Of course all new gaskets.

It has fuel in the fuel bowl, The HPOP is full of oil. I turned it over a number of times this weekend. Waiting for batteries to charge again. still no start
Looking for suggestions on the next step, Though this may take longer than it could, as work is starting to pick up. Getting really busy, Will reply as soon as I am able.
A side note: Connected my CTS Edge for specs. The CTS Stays on without key in ignition, and does not read any data when turning over. Not sure if this is correct, But I would think it would read Something when cranking.

When I built my motor I filled the oil galleys in the heads with oil after I put the injectors in. Then when I went to start it I left the glow plugs out and cranked it over till oil pressure built up good on the rest of the motor. Then installed the glow plugs.
Even then it will take some cranking over to get everything built up as far as fuel and oil to the injectors.

Now This is not for everyone but I unhook the GP relay and use a small amount of starting fluid By getting the motor spinning and shoot a SMALL AMOUNT of it to get it started and just spray a LITE MIST into the intake just enough to keep it at a idle till the can runs out or until it picks everything up and will idle on its own. BUT this is what I do and like I said its not for everyone!!
It just saves a lot of time cranking it over trying to get it pumped up and saves the starter and batteries
DON'T DO THIS IF YOUR NOT COMFORTABLE WITH STARTING FLUID!!

i am pretty sure they are. Even if they were not shouldn't it at least sound like it wants to start? Yes wait to start light is on. Cranking time?? Maybe a total of 2 or 3 minuts over the course of the day

I think it will take way more cranking than that to fire up. If all the fuel and oil galleys were dry

Does it read anything KOEO, NOT cranking?
