My 95 has done this a couple of times, my mechanic thinks the starter is slowly going. The first time it happened, it was night and I saw sparks coming from the starter, to the passenger side of the engine compartment. It's a pain when it doesn't work, but it is infrequent enough for me that its not worth replacing yet.
