It's not the wastegate. In fact, it's impossible to hear the wastegate on these trucks.

As Rich pointed out, it's a compressor surge or stall issue. Surge happens on acceleration or when the engine is somewhat "loaded". You can really hear it with an open intake, and if you have a boost gauge, you can watch the needle bounce up and down rapidly. Stall happens on shifts, where you have higher RPM's, higher boost, then suddenly the RPM's drop, but you still have all this incoming airflow.
