Your truck shouldn't start with the IPR unplugged. If it does, it's only because it's stuck.

The IPR is not a sensor, it's a regulator. If it's unplugged, it cannot control oil flow and thus control oil pressures. If it's sticking, then that would cause some issues starting and running.
