Your high pressure fuel pump is failing, the pressure control valve or the volume control valve is sticking. When the computer commands a certain pressure but that pressure is exceeded by the pump the computer goes into derate mode because it can't control the pressure they way it wants. They always stick at 2500 rpms, then when you cycle the key you reset the strategy until it happens again.
