Sometimes the module itself rusts up. It's on the driverside inner fender, with a cable that runs to the throttle body. You can remove the cover, which is the electronics of the module, and check to see if the drive motor is seized. I had to use a pair of pliers to loosen it and put some oil on the bearings.
