sugar in the gas tank.

I was under the impression that since sugar won't disolve in gas that it would just plug/clog up the filter, thereby restricting fuel flow. That sounds like what would allow him to only get up to 20 mph. Could a person remove the plugged filter, while opening the fuel line into a empty gas can or other container to drain the sugar, or would this require dropping the tank?
