ford uses some cheap as pleather for these steering wheels, they always look like crap after a year or so. You might be able to take it to the dealer and show them and you might be able to get a new one, considering it is a factory flaw and your truck only has 11K miles on it. Definately try getting the dealership to get it replaced.

The rubber material the steering wheel is made of looks like it is painted with a coating, that in my case is starting to wear thin. Not bad, but with only 11K miles, I don't see it getting any better.
